The Zakat, Tax, and Customs Authority (ZATCA) has announced the mandatory advance submission of the manifest and customs declarations for goods arriving through sea ports, effective from 29 October 2025. Importers and shipping agents are required to submit the manifest and customs declaration before their goods arrive at the ports to facilitate the completion of prior clearance procedures for it.
The official spokesperson for ZATCA Mr. Hamoud Al-Harbi emphasized the importance of complying with the advance submission of the manifest and customs declaration and providing the necessary import documents before shipments reach the sea ports. This measure is a key step in expediting customs clearance, reducing import costs for importers, avoiding penalties associated with delayed document submission, enhancing the efficiency of customs procedures, and strengthening the logistics supply chain.
Mr. Al-Harbi added: “We urge all importers, shipping agents and customs brokers to adhere to the Rules for Submitting Advance Cargo Information (ACI) at Seaports. This includes verifying the accuracy of required documents such as the bill of lading and invoices, and completing all necessary approvals from relevant authorities, particularly for goods requiring prior authorizations before clearance.”
He further stated that ZATCA has issued the Rules for Submitting Advance Cargo Information (ACI) at Seaports, which provide a detailed explanation of the submission process and the steps importers must follow to ensure smooth customs clearance and full compliance.
Al-Harbi highlighted that adherence to these procedures supports the “Clearance Within Two Hours” initiative, which aims to enable customs clearance in record time once all requirements are met.
This initiative aligns with ZATCA’s strategy to contribute to Saudi Vision 2030 by enhancing the Kingdom’s competitiveness as a global logistics hub. He also confirmed that ZATCA is working closely with 26 government entities responsible for customs clearance to ensure the efficiency and smooth execution of customs procedures, providing integrated services that promote international trade and strengthen Saudi Arabia’s position in global competitiveness rankings.
