GAZT seeks feedback on VAT Executive Regulations

The General Authority of Zakat and Tax (GAZT) launched a public opinion survey on the implementing regulations of the Value Added Tax (VAT) Draft Law. The window for receiving will continue until August 19, 2017.

This survey follows the closure of the public opinion survey on the Saudi VAT Draft Law.

The implementing regulations expand on the areas covered by the Saudi VAT Draft Law, providing the taxed segments with adequate information to complete their VAT compliance requirements.

The implementing regulations cover the details and scope of VAT (exemption or zero-rated status) for certain goods and services in selected industries, registration rules, VAT grouping, date and place of supply, imports and exports, the treatment of secondhand goods, input tax deductions and the investigation and appeal processes; etc.

The public opinion survey allows members of the public and the business community to provide feedback on the implementing regulations of the VAT Draft Law before the final approval of the final version of the regulations in accordance to the VAT law.

This public opinion survey is a second chance for the public to share ideas on VAT to be implemented on January 1, 2018.

GAZT is carefully and constantly reviewing the feedback received from the public opinion survey on the VAT Draft Law, and is looking forward to having a similar public involvement in the survey on the implementing regulations.

GAZT has made significant efforts to engage taxpayers around VAT and is in the process of developing a wide range of resources and tools to assist business in the process.

The Draft Implementing Regulations can be accessed on VAT's website via the following link:
