Program details

The Saudi Authorized Economic Operator (Saudi AEO) program is based on a partnership between Zakat, Tax, and Customs Authority (ZATCA) and commercial establishments, aimed at enhancing global supply chain security by providing more benefits to facilitate international trade activities. Saudi AEO is an international standard and part of the World Customs Organization’s SAFE Framework of Standards to Secure and Facilitate Global Trade (SAFE Framework). Saudi AEO has been developed into a national program in collaboration with several government entities, offering a range of benefits to various sectors. The program has been updated and introduced the tiering model, contributing to an expansion of the program’s establishment base to include small and medium enterprises (SMEs), service providers, and logistics solution providers across various activities.

Final result

The applicant establishment shall have valid commercial registry.
The establishment shall be registered in ZATCA before at least one year of submitting the application.
The establishment shall carry out import and export business or logistic services.

The establishment shall be classified to a specific category based on its compliance with the adopted criteria. Additionally, the Saudi Authorized Economic Operator shall enjoy a range of benefits that differs from one program category to the other:

1- Traders Category (Importers and Exporters)
- Gold: Enjoys all the provided benefits.
- Silver: Enjoys most of the provided benefits.
- Bronze: Enjoys minimum amount of the provided benefits.

2- Service and Logistic Solutions Providers Category:
- Trusted Operator: Enjoys the benefits related to logistics activities

Bilateral or multilateral agreements, in which the countries being a member in the agreement, recognizes their authorized economic operator and all operators receive program benefits in all countries which are members in the program.

The GCC Authorized Economic Operator (GCC AEO) is a program that provides a package of benefits and facilitations to the economic operator that meets the required criteria in GCC AEO, within SAFE Framework of Standards to Secure and Facilitate Global Trade adopted by World Customs Organization (WCO) Council (SAFE Framework).
