Refers to all requests by individuals to review or obtain public information produced by ZATCA, irrespective of its source, form, or nature. This includes paper records, information stored on computers, audio or video tapes, maps, photographs, manuscripts, handwritten documents, or any other format of recorded information.

The policy ensures a set of fundamental rights for individuals and entities to guarantee a fair and transparent experience

General Guidelines

Request Processing Mechanism

The request must be in writing or electronically.
The General Information Request Form approved by ZATCA must be filled out.
The request must be made for the purpose of accessing or obtaining public information.

Request Preparation Mechanism

The request will be received by the competent department and will be reviewed and analyzed in accordance with policies and standards of the National Data Management Office.

Response and Review Mechanism

The request will be reviewed and one of the following decisions will be made, within the time period specified in the policies of the National Data Management Office:

1- Approval:

Approve the request, and notify the requester of the approval and pricing.
The required data must be provided within the period specified in the NDMO policies and procedures from the date of payment receipt.

2- Rejection:

The entity or individual must be notified in an appropriate manner if the request is fully or partially rejected, explaining the reasons for rejection and clarifying the right to appeal.

3- Extension:

Request examination period may be extended for a reasonable period after assessing the volume and nature of the requested information, provided that the period does not exceed the period stipulated in NDMO policies and procedures.
In the event of an extension, the requester will be notified thereof, the expected date for completing the request, and the reasons for the delay, and the right to appeal will be explained.

4- Notice:

If the required information is available on ZATCA's website or is not related to ZATCA, the requester shall be notified in writing or electronically.
The notice shall include the location of the data or indicates that the information is not related to ZATCA, along with an explanation of the right to appeal.

Appeal Mechanism

The individual has the right to file an appeal by submitting a written or electronic objection within a period not exceeding the period stipulated in the NDMO policies and procedures from the date of response to the request.
