 Vehicle Import Controls


It is permitted to import small vehicles, buses, and light transport vehicles (3.5 tons and less) provided that their model dose not exceed 5 years, and their calculation is in descending order, except for the current year.

- It is allowed to import heavy transport trucks more than (3.5) tons, including (locomotives, trailers, semi-trailers), provided that their operational life does not exceed 5 years, provided that the age is calculated from the beginning of January of the year of manufacture, with a commitment to apply the legislation issued by the relevant authorities.

-conformity of the vehicle with the energy efficiency certificate, and issuing an inquiry notice through the "Saudi Standards, Metrology and Quality Organization" website via (link​​).

-it is permitted to import antique vehicles that are more than 30 years old (they are stamped on the customs card and are not allowed to drive on public roads).

- it is permitted to import used light vehicles that do not meet the energy efficiency and age permitted for Saudi individuals and holders of premium residency, and the financial compensation shall be between (20-50%) of the vehicle value, and not less than (20,000) twenty thousand Saudi riyals, based on Ministerial Resolution No. (335)  dated 15 Jumada Al-Akhir 1443 AH, regarding imposing a financial fee called "vehicle import fee." The financial fee can be known through the estimated calculator (link​)… considering the following:

-this decision dose not apply to antique vehicles, i.e. those that were manufactured more than 30 years ago.

-this decision does not apply to sports vehicles (used on racing circuits)

-this decision does not apply to new vehicles if they do not comply with energy efficiency, provided that the vehicle's mileage dose not exceed 1000 kilometers, and that they are models of the current or previous calendar year.

*the documents must be correct and match the chassis number registered on the vehicle, and that there are no scratches or modifications to the chassis number.

*it is prohibited to import vehicles under a legitimate agency, and the agency is used to complete the procedures only.​​

Citizens of Gulf Cooperation Council (GCC) countries:

GCC citizens are allowed to import two vehicles annually (12 months)

Documents that must be submitted to complete vehicle import procedures:

1. A document proving ownership of the vehicle (the original vehicle registration or a certificate of origin certified by the competent authority for cars imported from America, Canada and Brive, for cars imported from Europe, and the export certificate for cars imported from Gulf countries and its equivalent for other countries). 

2. National ID

Employees of foreign diplomatic bodies in the Kingdom:

• Cars imported for diplomatic bodies, their members, and the like are exempt from customs duties if an exemption form issued by the Ministry of Foreign Affairs is presented regarding them, supporting the application of the principle of reciprocity.

• Cars imported for diplomatic bodies, their members, and the like, for which an exemption form issued by the Ministry of Foreign Affairs is not submitted that supports the application of the principle of reciprocity "customs duties will be collected on them."

When cars are disposed of after importing them, they are treated as follows:

1. ordinary cars of the diplomatic bodies, their members, and the like, which have previously been exempted from customs duties when entering the Kingdom, are approved for re-export or sold as spare parts (junkyard) or scrap iron.

2. As for the armored cars of the diplomatic bodies, their members, and the like are, if they are dispensed with, they will be re-exported to the country of origin if they were imported, or they will be destroyed in one of the local armoring factories with the competent security authority.


Residents

• The resident has the right to import one private car every 3 years and is not entailed to sell it until 3 years from the date of import (stamped on the card and is not sold until after 3 years)

• residents are prohibited from importing transport vehicles and buses.

• the phrase is removed in one of the following cases:

1. The expiry of the specified period of three years.

2. in the event of final exit.

 Documents that must be submitted to complete vehicle import procedures

1. Vehicles prohibited to be imported

• It is prohibited to import salvage vehicles that have been sunk, or that have been subjected to an accident, fire. Overturn. Or structural damage, according to the results of the inspection obtained by the Zakat, Tax and Customs Authority. In the event of an objection, the person who objects to this shall submit three reports from the source approved by the General Zakat Tax and Customs Authority (AUTOCHECK), (CARFAX) Vehicles Registration Department (MOTOR VEHICLE DEPT)

• It is prohibited to import vehicles that were used as taxis or police cars.

• It is prohibited to import vehicles with logos related to school transportation or the like.

• it is prohibited to import vehicles if there is damage to the vehicle's external structure unless this happens at the port of arrival and a certificate is presented from the competent authority proving this.

• it is prohibited to import vehicles whose steering wheel is modified from right to left.

• it is prohibited to import stolen vehicles.

• it is prohibited to import vehicles whose chassis number has been tampered with.

• it is prohibited to import trans port vehicles for residents.

• it is prohibited to import armored vehicles.


Fee Determination Mechanism

• The submitted invoice is taken, and if you are not satisfied with the invoice, the lists provided by the local agent are relied upon for the value of the new car with a depreciation discount of 10% annually starting from March of the first year and 10% for the following years starting from the first day of each year, so that the discount rate does not exceed 50%.

• The mechanism for approving vehicle fees at the first points pf entry into the Gulf Cooperation Council countries. Fees are calculated at the first entry points into the Gulf Cooperation Council countries. If the vehicle id moved from one country to another within the Gulf Cooperation Council countries, customs duties are approved under the following controls:

1. The vehicle must not have entered he first Gulf check point more than two years ago.

2. Availability of documents proving the payment of customs duties n the first Gulf savior.

3. Be satisfied with the value provided to the first port, and in case you are not satisfied the difference in customs duties shall be assessed and collected

4. If the fee category differs; the difference resulting from the category of fees will be collected if the percentage is less.
