The Zakat, Tax and Customs Authority (ZATCA) has issued the regulating controls for the customs procedures, which include notes on the customs work ecosystem, for the purpose of raising the awareness of its customers, taxpayers and people with interest in importing, exporting and goods transit operations explicitly and simply.
ZATCA aims, through issuing the controls, at raising awareness with the customs procedures, in order to enhance compliance with customs laws and regulations, ensuring the flexibility of customs clearance and completing customs procedures quickly and support trade facilitation initiatives through all land, sea and air customs ports within the Kingdom.
Such controls include clarification of a set of customs procedures concerning importing, exporting and goods transit, such as determining documents to be attached while importing, and amending customs data and pre- clearance of goods. This is in addition to provide clarifications on the procedures of pledge not to dispose goods, transporting with transit, transit procedures and temporary admission, along with the exemption controls of the personal luggage and used home appliance, as well personal consignments and postal packages. Moreover, it includes conditions and controls of commercial samples exemption, controls of guaranties and refund and other general controls and provisions.
ZATCA provides, within its endeavors to raise awareness with its business fields, more than 130 guidelines through its website, concerning various zakat, tax and customs services, including guides of customs works, such as guidelines of freight forwarders and shipping agents. This is in addition to the procedures for issuing origin report, exporting the consignments via express transport company, registering in land transport service and the simplified guideline for bounded zones, as well the mechanism for submitting the electronic report for travelers via ZATCA application and the user manual for copying the customs card and the directives of booking trucks appointment in land ports, guides and violations of customs clearance. These guidelines issued by ZATCA include detailed explanatory information to help directing taxpayers and customers leveraging its services optimally.
